A plan to withhold $100 million in taxes from local governments was left out of the 2012 budget, which passed through the legislature Tuesday.
Local government officials across the state celebrated a major victory Tuesday as the Illinois General Assembly adjourned with a budget that leaves municipalities' income tax share intact. Gov. Pat Quinn, who has not yet signed the $33.2 billion Fiscal Year 2012 budget, had floated the idea of the state retaining $100 million in tax revenue normally distributed to municipalities through the Local Government Distributive Fund (LGDF). Senate Bill 2505, which passed both chambers and now awaits Gov. Pat Quinn’s signature, will increase the individual state income tax from 3 to 5 percent—a 66 percent increase—and raise the corporate income tax rate from 4.8 percent to 7 percent. Neither of the increases is permanent. Both have provisions that will lower the rates in four years. The tax-hike passed the House of Representatives with 60 yes votes. State Rep. Jim Durkin, R-Western Springs, who represents Lemont, voted against the measure. "Despite the fact that the state of Illinois is buried in $15 billion of debt, neither the …
