New Stop Lights At McCarthy and Walker Roads

Can anyone tell us why there is a sign on McCarthy Road stating that the new lights will be in operation May 30, 2014.  Did someone from IDOT forget to change their calendar or something?  Here it is, June 20 and the lights are still not operational even though the construction is completed.
